The Veterans Homeownership Program (VHP) is intended to help veterans realize their goal of becoming a home owner. VHP provides support, guidance, access to education & services that will prepare the veteran to enter the home buying market. With more than 40 years of experience in providing services to veterans, the next logical step was to develop a program in which a veteran could own a home but not feel overwhelmed and isolated in the process. After enrollment into the VHP, the eligible veteran will receive one-on-one assistance based on their own personal situation and goals. The services provided by VHP are free.
To be considered eligible for the program, the applicant must:
- be a U.S. citizen or permanent resident;
- be a veteran discharged under other than dishonorable conditions; and
- meet program income guidelines.
Applications are available at the NVOP office located at 206 San Pedro, Suite 102, SAT 78205, or may be downloaded from the link below. Staff will be available to answer questions at the San Pedro location. Applicants may also contact a Housing Case Manager by phone at (210) 233-8505.
There is no application deadline. This is a rolling application process. Your application will be reviewed in the application timeframe batch that it is received in. Applications may be turned in by person at the San Pedro location. Applications that are submitted by mail or courier will need to be sent to the following:

Applications will be reviewed for completeness when received, and, once eligibility is determined, the qualified applicant will be formally enrolled into the program and will begin the path to home ownership.
